What is TAP-IN?
TAP-IN is a network of organizations dedicated to:
- helping small defense-related companies develop commercial products and enter new markets
- finding commercial applications for defense-related technology
With representatives in all 50 states, TAP-IN delivers service at both the regional and local levels. A program of the Technology Reinvestment Project, TAP-IN brings together organizations that provide expert assistance in all stages of business development-- from concept through prototype design to capital sourcing and marketing strategy.

- Regional Technology Transfer Centers (RTTCs)
NASA's six RTTCs, with their network of affiliate organizations in each state, help U.S. firms improve their competitiveness by assisting in the location, assessment, acquisition, and utilization of technologies and expertise within the federal laboratory and state systems, as well as in private industry
- Federal Laboratory Consortium (FLC)
The FLC works through its national Laboratory Locator Network and Regional Coordinators to faciliatate access to technology at its more than 600 member laboratories
- Ernst & Young and KPMG Peat Marwick
Ernst & Young and KPMG Peat Marwick, leading international professional services firms, assist companies with business services, marketing strategies, partnering opportunities, and location of both private and public sector capital sources
- Industrial Designers Society of America
IDSA and its 2000 members help identify product opportunities and develop commercial products
TAP-IN helps companies with
- Product Planning and Development with emphasis on identifying and evaluating new product opportunities
- Location of Technology and Expertise to help define technical needs and find matching technology expertise
- Market Studies to assess the potential of product and market diversification opportunities
- Commercialization Services to facilitate the negotiation of patent licenses, cooperative research and development agreements, contract research, technical assistance and personnel exchange agreements, as well as the location of capital sources
Many of these services are provided at no cost; others carry reasonable fees structured to make services easily accessible to small manufacturing companies.
